That’s why you NEVER permit any movement to accept a leader.
Consider that logically, sometime between the reform or downfall of the presiding government and the institution of a new government, there must have occurred distinctions of who is higher in the new government and who is lower. It cannot be true that an anti-hierarchical, formless movement in one moment becomes a hierarchical institution with well-defined status boundaries in the next moment. The reality has more in common with lines shifting on a topological map.
The alternative is to discard hierarchical institutions entirely and embrace a model of eternal disruption, having no government whatsoever. This may sound like a good idea if you’re the protagonist of Yojimbo but please recall the ronin left town at the end to disrupt elsewhere and let the town rebuild itself.
